The FNRASEC ®

 

When speaking of volunteers who serve the Public Security, one immediately thinks and rightly so, of the Societies of Emergency Teams. However, there are other little known or unknown groups of volunteers who intervene or who are ready to do so during rescue operations. One of those societies is the Fédération Nationale Des Radioamateurs au Service de la Sécurité Civile (FNRASEC), that is the National Society of Radioamateurs Serving the Public Security.  

The World Administrative Conference of Telecommunications (WARC) of 1979 in Geneva has confirmed by its R.S.B.N resolution the growing importance of the participation of organised radioamateur societies in rescue operations.   The National Society of Radioamateurs Serving the Public Security is a society organised according to the July 1st 1901 law.The Society has been created by request of French officials in 1972.It adopted its current name in November 1984.  

By its convention number 83211410020997501 dated November 19th 1983 and modified on December 20th 1984, the Communication Branch of the Home Office states that the FNRASEC is the only structure in which volunteer radioamateurs of France and Overseas Territories may officially take part in rescue missions.   France as well as the Overseas Territories are divided into zones, each containing several départements. Each département has its own society, called ADRASEC.

The ADRASEC are attached to the national society called FNRASEC. In 1996 there were 108 départements and Overseas territories in which 2200 radiomateurs were grouped. Moreover, the FNRASEC has correspondents in Algeria, China, Gabon, Jordan and Salvador.   In addition, since 1989, the FNRASEC has taken part as a non governmental organisation (ONG) in humanitarian missions with its branch Radio Sans Frontières (RSF) created for this purpose.   The Regional Society of Radioamateurs Serving the Public Security is a society organised according to the July 1st 1901 law. The Society gathers radioamateurs motivated by rescue and safety activities. The members offer their skill and use their own equipment.  

The Society belongs to a national federation accredited by the government office for public security and the communication branch of the French Home Office. It is seen as a complementary mobile infrastructure, labelled SIRACED-PC, to be used in rescue operations under the authority of the Préfet.   In order to define the radioamateurs' mission and their role in drills and rescue operations there is a plan of intervention. To fit in the plan, the members of the society have been given a status of individual defence allocation within the National Defence scheme ("affectation individuelle de défense").  

The ADRASEC is administered by the SIRACD-PC and its missions are the following :   - To take part, within the framework of the SATER plan (Aeronautical and Terrestrial Rescue Plan) in search of missing aeroplanes, by listening to and locating emergency signals. For this mission, the Radioamateurs use specific equipment (radiogoniometer, i.e. direction finding equipment).   - To complement official emergency communication networks,by using their own equipment.  

As such, the volunteers have participated in numerous drills and have consolidated the HQ based in the préfectures and placed under the authority of the SIRACED-PC.   By their availability, their competence and their dedication, our personnel contribute in close collaboration with SIRACD-PC officials and the Communication branch of the Home Office, to insure the reliability of communications, a vital link for the achievement of our public safety missions.
