 I - LOCATION AND CHARACTERISTICS OF THE SITE:
The free zone « BELLARA » is situated in the common of EL-MILIA
the importance of the site lays in its location near to the developed urban zones as well as xell as the big infrastructures of the town (wilaya).

 THE SITE IS CLOSE TO:
-The two national roads :N.R. , JIJEL - EL-MILIA- constantine
-NR. ,EL-MILIA-SKIKDA
-Railway :JIJEL -RAMDANE DJAMEL.
-The gas pipeline :Jijel -Skikda.

 AND IT IS:
-40 Km far from the port of djendjen .
-45 Km far from Jijel airport.
-40 Km far from the electric power station .
02 Km far from the common of el-milia .
-50 Km far from the chief town of Jijel .
-70 Km far from the economic pole of constantine.

 TOTAL SURFACE OF THE SITE : 523 HA

 FITTINGS ALREADY REALIZED :
-Works of banking, drainage and protection of the site against inundations.

 -Connecting the zone with the diverse network of the supply of gas, and electricity, drinking and used water, and telecommunication.

 -Connecting the zone with the main roads and the railway.

 -Realization of buildings of public services ( customs house, civil protection, security services and the representation of the A.P.S.I ).

 -Realization of the enclosure of the site.

 II- TYPE OF THE FREE ZONE :

 Industrial free zone of exportation ( executive decree N° 97/106 of 05/04/97 )

 III- ACTIVITIES TO BE PROMOTED :
* Agricultural industry ( processing and conditioning the agricultural and maritim products ).

 - The useful agricultural surface : 41.012 ha wich 10.000 ha can be irrigated.
-The average production per year is 250.00 qx of greenhouses vegetables, such as: ( peper, sweet pepper, tomato, french bean, etc... ), 175.000 QX of industrial tomatoes and 250.000 QX of olives wich means 4.000.000 L. of olive oil.

 
- The maritime surface is 3.000 Km2 with 22.000 T. Of fish reserve per year ( 13% of national availability ). average production per year production per year 7.000 T.of fish.

 The forest surface is 115.000 HA from which 45.000 HA are cork . the average production is QX of and 18.000 M3 of wood per year .

 .Industries and skin industry : bovine : 110.000 Heads , Ovines : 100.000 Heads , caprines :60.000 Heads .

 . glass Industry : Availability of aromatic and medicinal plants .

 - MECHANICAL AND PRECISION INDUSTRY : medical and electronic material fitting of vehicle .

 
THE ZONE REMAINS OPENED FOR ALL ACTIVITES
EXCEPT THE POLLUTING ONES .

*The current commodities in duty free zone are Exempted from the financial bail.
-Customs declaration is over simplified.
*Customs control is limited essentially to the recognition of the commodity and the respect of admissibilitty rules (laws).
*The current commoditities in the duty free zone can make the object of assignment and the transfer between operators implanted in the zone.
*The current commodities in the duty free zone can serve for victualing.
*The sell on the local market of the production in the limit of regulation (20% or 50%) carry away the lost of upon enumerated advantages.

 V- MANAGEMENT AND EXPLOITATION OF THE DUTY FREE ZONE:
*Concession is for 40 years which can be renewed.
*The concessionaire is charged with the arrangement works inside the site.
*The concessionaire collect a rent for the goods, furniture and building as rewards for services.

 IV - CUSTOMS FACILITES AND ADVANTAGES :
