Bucovina:

1918-1919: In 8.11.1918, the Romanian 8th Division enters in the former Austrian province of Bucovina. On 28.11.1918 the General Congress of Bucovina proclame the Union with Romania. On 14.04.1919 the Romanian postal regulations were established in Bucovina. Thus, a "transition" period of the Romanian post in Bucovina can be described between 8.11.1918 - 14.04.1919, when the Austrian stamps and cancellations were used further on, unchanged. Thus, the mail (even if it is Romanian mail) has all the features of an Austrian usual mail; the identification can be made by the Bucovinian postmark correlated with the date and, ocasionally, by the Romanian censor markings

Transylvania & Banat:

On 2.12.1918 a Provisional Government of Transylvania (in Romanian "Consiliul Dirigent") was established. It had a special "Communications, Post and Telegraph" section which took the first steps for keeping the postal service in the liberated areas functioning. Only on 25.01.1919 did the Military HQ order the taking over of the post offices by the Bucharest's General Postal Directorate through the newly established Central Postal Directorate from Sibiu. Four days later, on 29.01.1919, the post offices from Transylvania (up to the Western Mountains) were taken by the Romanians from the Hungarian Administration. The period 2.12.1918 - 29.01.1919 can be defined as a "Precursory Period" of the Romanian Postal Service establishment in Transylvania.

The Romanian Postal Administration in Transylvania (up to the Western Mountains) began on 1 February 1919; in Western Transylvania (counties Satu-Mare, Bihor, Arad) on 20.04.1919; in Arad on 10.07.1919; and in Western Banat on 20.08.1919.

Thus on 1.02.1919 begins what is known in Romanian postal history as the "Provisional State" period (namely the first stage of the "transition" period of the Romanian Postal Service in the former Hungarian territories.) This provisional period is characterised by the use of Hungarian postal materials as Romanian provisional ones. The main reason for this was the economic situation in post-war 1919 in Romania , when supplying the wide territory of Transylvania and Banat with Romanian postal items in time was a difficult task.

The transition period of the Romanian Postal Service in Transylvania & Banat ended on 12.11.1921, when the Romanian postal regulations were established here.
