I.- GENERAL SITUATION

Since the United Democratic Forces ( FDU ) took over power, a problem of security remains a priority of priorities. An insecurity caused by our troops and also by the militias which belong to the fallen regime are a real danger of the power, because its causes political, economical and social instability.

Undisciplined, looting, public rapes, robberies, steering, divers exactions and the actual incapacity in fighting are some series of our troops weaknesses. A presence of the fallen power’s armed militias spread all over the country still a permanent danger we must wipe out at all cost. Refer to "Colombe Operation Order."

II.- PARTICULARY SITUATION

In spite of difficulties, the Colombe Operation met in his execution, it must pursue in all regions of the country. The NIBOLEK ( acronym of three regions : Niari, Bouenza and Lekoumou ), the region of Pool in general and the District of Mouyondzi in the region of Bouenza in particular ( see map ) are become a bastion of the fallen power due to it high concentration in war materials and human reserves ( cocoyes, mamba, former and genocidal Congolese Armed Forces soldiers ) and then oppose a wild resistance to the new power.

III.- FORCES IN PRESENCE
a) Our Forces
To conquer Mouyondzi and to accomplish other related missions a G.O. has been created and is composed by F,A,M,T ( French, Angolan, Moroccan, Chad troops ) and other partisans and friends ( see map). It is under direct command on site of the Head of Operation of the Congolese Armed Forces. The Head of Operation has an assistant in each differents troops.

b) Enemies troops and their intentions
An enemy is spread over the country ( In Pool, Kolelas’ militias, in North Yhombi’s partisans, in Kouilou and NIBOLEK Lissouba’s militias ) precisely concentrates in great number to day in the District of Mouyondzi. The enemy is made up a small groups and will start over a general guerrilla from the District of Mouyondzi with a final goal to reconquer power.

IV.- OUR TROOPS MISSIONS
- To locate and wipe out different groups and specially those who are in Mouyondzi whose become a spear head of the fallen power;
- To occupy all District of Mouyondzi in order to suffocate in egg all hopes of the fallen power and avoid the adversary to be in a situation of controlling any positions in the Nibolek;
- To widen from Mouyondzi once occupied our presence and influence in the Nibolek in order to prevent among others a junction between Lissouba’s militias and those that belong to Kolelas in the Pool by creating a stopper in the area of Kimbedi, Loutété, Bouansa and Madingou.
- To proceed on systematic disarmament of Lissouba’s militias in the Nibolek and prepare a next step namely total invasion of the Pool by our troops which have been occupied Mouyondzi and those will leave from Brazzaville.

V.- ARTICULATION AND MANEUVER ( see tactical map ) The Head operation of the Congolese Armed Forces is the chief of the " Colombe II Operation." He has at one’s disposal the troops F,A,M,T. and others partisans and friends ( see map ) to organize battle against Mouyondzi and to accomplish his missions in order to execute the verbal instructions of the President of the Republic of Congo, Defense Minister, of the Interior Minister and of the Chief of Staff of the Congolese Armed Forces. He will take initiatives on site and will report to the high level.
One operational P.C. ( Command Post ) will be installed in the region of Bouenza.
The Commander of the land defense;
The Commander of the Air Forces;
The Commander of logistic;
The Transmissions Commander of the Congolese Armed Forces, are in charge, everyone on what he is involved, to execute this operation order.
