REPUBLIC
OF CONGO-BRAZZAVILLE

PETITION
IN THE NAME OF HUMAN RIGHTS
AND FOR PEACE IN CONGO-BRAZZAVILLE

We, signatories of the following petition :

- Considering the dispositions of the Constitution of the Republic of Congo dated March15, 1992;
- Considering the prevailing politic status of Africa, especially in
Congo-Brazzaville;
- Noting the degree of brutishness in African politicians, especially in Congo, particularly those involved in warfare and their lack of patriotism;
- Noting the death toll no belligerent seems to worry about;

Declare as for as Congo-Brazzaville is involved that :

1-Since the National Sovereign Conference of 1991, the Congolese People congolais had chosen a democratic life and  politics, to put an end to - by the means of a national engagement - various  political systems that for decades had honoured crime, embezzlement of public founds etc-, and where  mono-encéphalism ( one and only one thought) was considered the only philosophy to govern.
2- Unfortunately since M. Lissouba started to rule in 1992, Congo-Brazzaville started anew the old policy of burnt-land the Congolese people had denounced in 1991. The Constitution, fundamental human rights and liberties have been trampled ever since. Since 1992, the Congolese can but count tens or hundreds of thousands of dead.
3- Since 1992,the attention of the international community has been repeatedly drawn to what was happening in  Congo under the rule of Pascal Lissouba, President of the Republic, and what was due to happen. Heard by or listened to major intervenants in African policy in UNO,  AUO and European Union, one must note and remember that the actual situation in Congo-Brazzaville sadly justifies us since we forewarned them.
4- Now that blood is shed,we  insistently ask the international community, the general assembly of the UNO, the AUO, theEuropean Union to use their strongest influenceso thatas quickly as possible and by all means the viloence that rocks Congo-Brazzaville be completely
eradicated  and that peace prevail forever.
5- TheAfrican People, most of all the Congolese people, want to get out  forever of the violence they have been put in without their agreement..
6- The African People, most of all the Congolese people, will follow suit any and all mediators who strive to bring peace back to Congo-Brazzavilleand everywhere in Africa.

Therefore, we, signatories of this petition :

1)- Call insistently upon UNO, AUO and the European Union, to use their weight and  influence to :
- convince Presidents Lissouba and Sassou-Nguesso to listen to them;
- stop all fights immediately;
- ask all belligerents to put their weapons down and sit together to settle their claims by means of  dialogue and  négociation to agree on an everlasting peace..
2)- Ask that the elections for President scheduled for July  27 1997, but deleted due to the current crisis, be supervised before, during and after the entire process by representatives of UNO, AUO and European Union and that international examiners be present without any restrictions at all stages and in all voting places.
3)- Strongly demand  that security be guaranteed by a multinational force - excluding all currently involved armies- in all voting places for better transparency.

The Congolese People, stating once again their indelible attachment to peace and national unityt, by means of our voice, declare :

“No country can be built and lived in serenely only with morticians. Let'us hold hands.Don't break the chain ”
