The French authority call on European Union for rescue plan
(Extract from Congolese periodic "CONGO-AUTOPSY"
The statement made through the press ( cc Agence France Presse of 02/19/98 ) by Mr. Xavier de Villepin, President of commission of French Foreign Affairs after the few days visit in Brazzaville via Gabon called on European Union to meet in order to help the new regime of Brazzaville towards a program of reconstruction.
For only one barrel of petroleum (gas) the French act like Rambo, sabotage Congo-Brazzaville and allow assassination of thousands of congolese ( men, women and children ) . French refuse to use her right to interfere for humanitarian propose. The French army were present in the territory of Congo-Brazzaville during the power struggle; but she preferred to pull out by saying the usual and well known slogan " non interference in foreign affairs of foreign state".
Today, facing human and material disaster which France alone provoked for their sake, she’s looking for rescue through the European Union by repairing the damage caused voluntarily in the name of cupidity and embezzlement.
Therefore, in this affair, it is unacceptable that the French government turned to the European Union for help after they had deliberately destroyed entire human lives. They extended their veto to deny any international force through the United Nations Security Council to overlook the peaceful solution in favor of the rebel ( new government).
Because of the above reasons, the Congolese opposition would appreciate the refusal by the European Union to respond on the rescue plan called by the French government. Accepting to finance the repairing damages caused by France would be like co- signing the bloody crimes made by France and to encourage that country to do it again tomorrow.
We strongly demand the European Union to leave French government alone, in other to repair the damage they caused to Congo-Brazzaville with the compliance of their petroleum group named ELF-AQUITAINE. These were made without consulting the European- Union.
We thereby refuse to believe that the European taxpayers are there to support any damages caused by a turbulent and criminal country as France, even if European country in the name of cupidity and embezzlement.
Despoiling (used unfairly) petroleum in this country seems to be the hiding cause of this stupid clash which could not raise the deaths Congolese. The French had everything, even financial means to repair the damage they caused alone without the European Union.
The European Union should turn down the offer of French government to interfere in the Congo- Brazzaville affairs. But, we would welcome the European Union to help us restore the democratic process that we already started 1991 and torpedoed by the parachutists of the Republic so- called FRANCELF or RPRELF.

[NDLR : The implications of France and the petroleum company Elf- Aquitaine in the tragedy laid more than 30,000 deaths with an enormous numberof wounded and missing Congolese shows French involvement. These were reported through the French Press ( i.e. La lettre du Continent, Liberation, Le Monde diplomatique, L’Express, Le Canard Enchaîné, etc.)
Anywhere the French and/or Elf-Aquitaine passed or are, there is always desolation and the population feels the pain.
The most surprising thing is to see that, French government are going to War against the United States and the United Nations by giving peace lessons during the Iraqis crisis. But they have a different comportment which is totally contrary to the Congo-Brazzaville file, where France was deeply involved with the compliance of Elf, Gabon, and Angola. At this time, the Angolan army still occupies the territory. Is it because Africans in general and particularly Congolese do not have a violence culture toward others ?
That is why France could do anything they want and get away with it without punishment.
An example : Mr. Yvon Makela a very close friend of Mr. Bernard Kolelas believed in the peace message of Mr. Sassou and recently returned to Congo. He was arrested and kept secret behind the arrest. As of now, nobody knows where he was kept dead or alive, even his wife, children and other family members. Friends who seem to know the statesmen of the Republic of FRANCELF and their barbarian attitude should worry about Mr. Makela. The Congolese people are questioning, " is it the price they have to pay to guarantee the barrel of petroleum for the Republic of FRANCELF or RPRELF? "
Nevertheless, we will not be opposed to any direct humanitarian help, since these types of help are not concerned what we are speaking out. Our concern is the manipulation of French government.
When the French government are calling on the European Union for a rescue plan to reconstruct Congo-Brazzaville, this kind of help concerns the relationship State to State. The financial help the European Union are going to give to Congo will go for sure in the pockets of " France’s lap dog ", their men in power. Since we know that, the money will never arrive at the Congolese treasury. The European Union should punish France for what she is doing in her so-called African policy.
Take a look at the selfish French who could not ask for advice before their military logistic action to favor the rebel ( Mr. Sassou Nguesso, presently governing). Now they are looking for a rescue plan from the European Union to pay for their cupidity, embezzlement and stupid debt.
We are talking about reconstruction of Congo! ok. Who should be the enterprise to reconstruct the country ? It is obvious that no one will share the reconstruction benefits with France. If the European Union responds to the rescue plan of France, you will see that, none of the European Union enterprises would be permitted in the reconstruction. The total priority would be for the French enterprise. So, Where is the interest of the European Union partners who pay for unwanted and stupid disaster caused by the French government alone.
It is unacceptable for the European Union to make rich the French men (or France lap dog) in Congo-Brazzaville under the umbrella of reconstruction. But, the doors are open to the humanitarian organizations who have direct contact with the entire population and ready to help the population in the field].
